I don't really think that's what we're looking at here. An apple and a banana are both benign choices that have no up or downsides. I think there are definite downsides to allowing anonymous users to vote or people voting without a comment.
-Voting without commenting doesn't tell the creator why their product is good or bad. This means users who make poor content do not know what is poor about their content or how to fix it so that they can be a better contributor. Conversely someone may have an extremely high rated product but not know why either and not be able to replicate or make more of what people enjoyed.
-Constructive feedback leads to better content which leads to a better overall site.
-Anonymous users can manipulate their ip to make fraudulent votes and inflate content that is bad while downvoting good content with either the purpose of trolling or making their content look better or what have you. If our content that is most visible or noticed is bad content, then it makes the site look bad.
-People who have registered accounts and are consistently downvoting tabs or doing troll votes can be removed and are identifiable. While users with accounts can still cause fraud, it requires an extra step and therefore is more work.

my vote remains the same, but any further argument on my behalf concerning said vote or other has been currently nullified until a different argument is presented and i feel i have a with-standing opinion without introduction of a contradicting fallacy.

Ok, I've disabled ratings for anonymous users only. This should stop 12 year olds from giving random tabs 1 star for no reason. It will also allow members who want to give ratings but don't necessarily have anything constructive to say to just make the rating. I think if someone has some advice to go along with the rating they will do it any way.

A "like" only system (aka no
A "like" only system (aka no dislike) or a "recommended" system that is open to everyone without requiring a comment could be interesting. Top tabs wouldn't be top tabs due to their rating, but due to the number of people that recommend the tab. Past tabs could have 4 and 5 star ratings be transferred into "recommendations" or something. This type of system would be based on recognition rather than arbitrary ratings.
I don't know if I'm for something like this, but is is a viable option.

If it's an option, I'll continue my support for a like-only system. I still think voting should be allowed for members only on principle(if you care enough to judge someone's work, you should care enough to make an account), but a like-only system negates some of the bad effects of anonymous voting, so I wouldn't feel as strongly about that issue.

I haven't seen and deleted a lot, but I've seen and deleted enough. And these are only obvious ones with comments attached. There is still that dude that down-rated every single Donkey Kong Country tab except for his friend's. I can't change that because his votes were not attached to a comment and I have no option to change things unless they are.

I agree with this 100%. In fact, if it were decided to have guests vote, I would not want votes tied to comments. A simple look at tabs from when anonymous comments were allowed reveal why I say this.
Also, I'm not sure why people that are concerned with the Top Tabs page would even want guests to vote. This feature could turn things silly really quickly. I expect the issue of anonymity would make it much harder to get on that stupid list. All sorts of shenanigans could ensue. Of course, these shenanigans can (and do) still happen, but they are much easier to moderate under the current system.
Full anonymity is cool for things like 4chan, but not so much for an organized ratings system that is trying to function properly and accurately. I'd imagine this is the exact reason why other websites with ratings systems such as Youtube don't allow it either.

I get the feeling this is more about people trying to get their name into top tabs then keeping the comment/rating system from being a cluster-fuck.
I think the idea of giving things a score is sort of pointless to begin with. It's the same annoying issue that props up in film/game/book reviews where people ignore the actual review and focus on the number. I think saying what you like or disliked is more substantive than 5 stars or 1 star.
I just don't understand why people equate their worth to some arbitrary number. If people want recognition for the work they've done I totally understand that (i.e. snail lady has 500 billion tabs and top tabs doesn't really have any of hers but probably should) but I think anonymous voting/commenting is just going to be obnoxious and hard to monitor.

The only thing I might say is that time seems to be a bigger factor to getting on the top tabs list than anonymous ratings.
I don't particularly care much about the top tabs page on a personal level, but seemingly a lot of other people do, which makes it somewhat important to me.

IMO, letting guests be able to vote would be better since, as it was said in the forums, the majority of gametabs is comprised of guests and not registered users.
Allowing only registered users to vote however, might (to a certain degree) increase the amount of registered users. Though it won't have much of an impact on the amount of /active/ users on gametabs.
As for what kara said about the users leaving asterisks or something as a comment, you could always put a character minimum for the comments (Say...5-10? Maybe?) so guests can't just comment something like 'dont like it' and then rate.

What is the point of forcing people to use a comment when voting but allowing guests to vote?
If the issue is people putting 1 star and then no comment then now you just have anonymous people putting like an asterisk or something in a comment then giving one star.
On the other hand, if people don't care about troll votes then why bother requiring a comment at all?
I don't really have a horse in this race I just find the ideas somewhat conflicting with each other.
