For the untranscribable part:

hold your finger lightly over 19th frets, all 6 strings. then lightly strum over e and B for the first part, then sorta just go over e, B and G a couple times, then end it with full strum from e to E. Will make the "Pac-Man" noise.

I disagree on that

to make an actual "Pac-man noise" is much different than that. Ask Herman Li of Dragonforce. It is done by raking the strings with a detached whammy bar. Look it up
