There's two parts, uploading the file, and then inserting it into your post. You can upload the file from "My Account" in the File Browser. Or, you can upload it when you create your message. This is how you do that:

When you post in the forum, there's a row of little icons above where you type your message. The second icon is "Insert/edit link". Click that one. the "Insert/edit link" box will pop up. Now, click "Browse", and the file browser will pop up.

In the file browser, click "Upload", and an area will appear where you can upload a file. Click "Choose..." and pick the file on your computer. Now, click upload. When it finishes, the name of the file will appear in the lower-right. Click on that, and you can get the URL to your uploaded file. Copy the link.

Now, close the file browser. In the "Link URL" box, hit paste. Enter the name of your link in the "Link Text" box.

It was easier on the old forum, so hopefully it can be made easier here too :-)
