There's two ways to submit

There's two ways to submit right now. You can go to submit from the navbar, like they said, but that doesn't work very well. (It does work, it's just kind of broken / annoying.) You can also post to the submissions forum. To do the latter, you need to upload to your file browser. Go to My Account > My Profile, and click on File Browser. You can upload from there.
